Master Facilities Plan and Comprehensive Financial Plan Process 

Valley County’s active Campus Planning Committee has been meeting monthly over the past year to recommend solutions to address immediate space needs, assess existing conditions of County facilities, and develop a plan that ensures the continuous, efficient delivery of public services as the County grows.

The Committee recommended the preparation of a long-range Master Facilities Plan (MFP) as well as an accompanying Comprehensive Financial Plan (CFP) to ensure prudent resource allocation policies are in place to implement the MFP.

These long-range planning efforts will align with goals identified in the County Strategic Plan and offer findings and recommendations that can be updated annually and as conditions change. Having the MFP and CFP in place will ensure future delivery of public services even as County officials and staff change over time. In addition, a variety of solutions will be presented to provide current and future County officials and staff with the flexibility to determine the best course of action.

Following a Request for Qualifications process seeking a consultant to prepare the MFP and CFP, the Idaho-based team of Clearwater Financial and Insight Architects was selected.

Master Facilities Plan Evaluation

Findings will be evaluated along with population projections, anticipated service demands, and public service delivery trends to determine immediate and future needs.

The County owns and is responsible for maintaining more than 90 facilities and real property assets. The County also leases space for the Prosecuting Attorney’s Office.

MFP findings will be reported, and the consulting team will deliver recommendations to:

  • Meet immediate needs for service delivery
  • Ensure facilities meet conditions required by law
  • Ensure preservation of viable facilities through maintenance, repair, and technological upgrades
  • Address long-term facility needs, including options to fund and implement facility recommendations using preliminary cost estimates and comparative evaluations

Comprehensive Financial Plan

Comprehensive Financial Plan Evaluation

 The comprehensive facility and financial projections will help identify strategic opportunities to leverage existing real property assets, plan for future needs, and ensure the resources are in place for consistent delivery of public services.

The CFP will provide the following:

  • Forecast future revenues and expenses, using multiple economic projections
  • Report current financial health of the County and recommendations for improvement
  • Review financial, banking, and investment policies and propose updates where needed
  • Plan for capital improvements aligned with MFP recommendations and forecasted implementation costs, including ongoing operations and maintenance
